Leadership Team
President

Eva has been President of Evari GIS Consulting since January 1, 2024, and leads the company’s strategic planning, financial decision-making, and staff wellness and development. Under her leadership, Evari GIS Consulting has earned federal certification as a woman-owned business and continues to thrive as a leader in GIS consulting. Eva is qualified as an architectural historian under Secretary of the Interior standards. She heads the historic resource consulting arm of Evari with the goal of leveraging GIS technology to honor and preserve the built environment.
Previously, Eva served as adjunct faculty at both Woodbury University and the University of San Diego, where she taught courses in architectural history, urban studies, and landscape theory. Her research on the history and politics of urban design and architecture has been widely published, and she has lectured extensively on these topics.
Eva holds a B.A. from the University of California, Berkeley, and earned her M.A. (2004) and Ph.D. (2009) in Visual Studies from the University of California, Irvine. In addition to her role at Evari, Eva is a member of the Society of Architectural Historians and the California Preservation Foundation. She is currently pursuing a Certificate in CEQA Practice from UCSD Extension.
Managing Director

Brian has worked in the transportation planning and engineering field since 2007, with an emphasis on walking and biking. In this time, he has managed projects in both the private and non-profit sectors, with an emphasis on developing active transportation master plans, programs, and facilities for people of all ages and abilities.
Spatial intelligence and the clear presentation of spatial information and relationships has always been a passion of his, and he followed his passion to Evari GIS in the summer of 2019, where he serves as the Director of Business Development, helping clients throughout the country solve complex geospatial problems through custom GIS applications and analysis.
Since 2024, he has served as the Managing Director of Evari, and is responsible for all work under contract, as well as the day-to-day operations of the company. He sits on the Caltrans Walking and Biking Technical Advisory Committee, and also serves as the Vice Chair of the San Diego Chamber of Commerce Land Use and Transportation Committee.
In his spare time, he enjoys surfing, tending his plumeria plants, and otherwise enjoying the quintessential San Diego lifestyle.
Director of Business Solutions

Nick Mesler is a Director at Evari Consulting, where he takes a data-driven approach to achieving positive street lighting design, livable communities, and active transportation outcomes. Nick considers himself a “plangineer” and prides himself in understanding both the big picture forethought and honest realities of implementation necessary to bring successful projects to life. Nick specializes in transportation safety, with a background in mobility planning and transportation operations. Nick has worked on large street lighting projects across the United States.
Nick is a registered Civil Engineering PE in Oregon and Washington and a registered Traffic Engineer in California. He frequently presents and participates in events through the Institute of Transportation Engineers (ITE), Illuminating Engineering Society (IES), and the Association of Pedestrian and Bicycle Professionals (APBP). He is a member of the IES Outdoor Nighttime Environment Committee and the IES Roadway Lighting Committee. Nick is regarded as an authority on lighting for transportation safety.
GIS Administration Team
Evari’s GIS Administration team handles Systems Architecture and Deployment, Custom Development efforts, and ongoing Systems Support.
Senior GIS Administrator

Carl has extensive experience managing street light auditing projects, organizing field crews, and optimizing mobile ArcGIS applications for in-the-field use and assessment. He has worked on Evari projects for important clients like Siemens and Southern Contracting, in San Diego and Cape Cod.
Carl graduated with a BS in Geography from Arizona State University in 2013, and is an Accredited Technical Professional of AWS (Amazon Web Services). He is interested in leveraging AWS cloud computing solutions, ESRI JavaScript API, ArcGIS web app builder, and mobile GIS applications to meet the needs of clients.
Operations Team
Evari’s Operations Team executes work, conducts GIS Analysis, manages projects, and interfaces with clients.
Senior GIS Analyst

Dan Hamalainen started at Evari in 2021 as a Junior GIS Analyst and quickly rose to become a Project Manager for some of the company's largest projects to date. He gained experience in organizing field crews, architecting data systems, and developing new best practices for data collection and hygiene.
Dan graduated from Carleton College in 2016 with a BA in Economics as well as from Saint Mary's University of Minnesota in 2019 with an MS in Data Intelligence and GeoAnalytics. He leverages his skills to help clients and teams meet project goals. His subject interests include data collection, community planning, active mobility, remote sensing, Smart Cities technologies, public works asset management, and water infrastructure.
GIS Analyst

Katherine Pak started at Evari as a Field Technician. After demonstrating her commitment to data accuracy and knowledge in GIS, she now enters her new role as GIS Analyst.
With a B.S. in Environmental Science from the University of Oregon, she began her professional career in habitat restoration where she developed an interest in vegetation data management in GIS. Her dedication to progress and desire to tackle new and challenging tasks proves her to be an invaluable addition to the Evari team.
Katherine is an active member of the San Diego Environmental Professionals (SDEP) and the Society for Conservation GIS (SCGIS) San Diego Chapter.
Financial and Human Resources Team
Evari’s financial team handles invoicing, insurance, human resources, and business management.
Accounting Administrative Assistant

As the Accounting Administrator, Colleen works with Evari GIS’ President to ensure the smooth operation of the finance and human resources sides of Evari. Her love of numbers and working with people offer a unique skill set to help facilitate the continued growth of the company. She is always looking for new ways to streamline processes and enhance the employee experience. Colleen holds a B.A. in Psychology from University of California, San Diego. She recently earned her Community Friendly Lighting Certification (CFLC) and is an active member of The Association of Accountants and Financial Professionals in Business (IMA).
