As-Needed Traffic Engineering Support for Community Plan Updates

Evari provided ongoing traffic engineering support and performed GIS analysis in support of the City of San Diego Planning Department’s Community Plan Updates. Under this contract, the first Task Order was an update to the University Community Plan Amendment Circulation Element. Evari analyzed five scenarios for 80 intersections and segments requiring 50 to 60 GIS maps to evaluate two options, a Regents Road gap bridge over a canyon or whether to widen Genesee Avenue from four to six lanes.

Evari analyzed traffic flow using Esri’s ArcGIS Network Analyst to determine the behavior of each traffic scenario given these potential developments to the transportation network. In December 2016, the City Council approved amending the University Community Plan and General Plan to adopt the No Construction of Regents Road Bridge and Reconfiguration of Genesee Avenue Alternative. The City of San Diego also requested travel shed reports for residents in this area that utilized public transit to identify gaps or delays in transportation connectivity. On an accelerated timeline, Evari delivered GIS maps with seven different starting points to inform decision makers regarding next steps within the University Community Plan.

In support of a second task order, Evari created interactive, digital webmaps for the recommended bicycle, pedestrian, vehicle, and transit networks in support of the Mira Mesa Community Plan Update. Evari performed analysis based on the recommended improvements to the bike facility infrastructure. This analysis was segmented to determine the Bicyclist Level of Traffic Stress (BLTS) in specific areas based on criteria such as speed limit, parking lanes and bicycle lane width. From the analysis, an overall BLTS score for each segment section was determined. For pedestrian facilities, a similar analysis was performed on significant pedestrian thoroughfares and intersections.

The analysis resulted in each pedestrian segment being designated a Pedestrian Environmental Quality Evaluation (PEQE) rating, which grades the ‘walkability’ of a given facility. Adding the existing and future PEQE and BLTS scores to the network maps enabled Evari to display the extent to which these infrastructure recommendations would improve the viability and safety of active transportation in the Mira Mesa community.
